David Miller, LLB, BA Economics

David Miller is the Managing Director of the C40 Centre for Urban Climate Policy and Economy. Miller was Mayor of Toronto from 2003 to 2010, and served as Chair of C40 Cities in 2008‒2010. Under his leadership, Toronto became widely admired internationally for its environmental leadership, economic strength, and social integration. Miller is a leading advocate for the creation of sustainable urban economies, and a strong and forceful champion for the next generation of jobs through sustainability. Miller has held a variety of public and private positions and served as Future of Cities Global Fellow at Polytechnic Institute of New York University from 2011 to 2014, was an Adjunct Professor at York University in Toronto, and has an Honorary Doctorate from the University of Waterloo in Environmental Studies.  He is the author of Solved: How the Great Cities of the World are Fixing the Climate Crisis (University of Toronto Press). Miller is a Harvard trained economist and professionally is a lawyer. He and his wife, lawyer Jill Arthur, are the parents of two children.

Rachel Huxley, PhD

Director of Knowledge and Research, C40 Cities

Rachel Huxley is Director of Knowledge and Research, responsible for C40’s knowledge management strategy and research program. Huxley has been with C40 for over 7 years during which time she has developed and led a priority program of research on the multiple benefits of urban climate action and overseen the launch of C40’s flagship Knowledge Hub. Prior to this, Huxley was Chief Executive of Peterborough Environment City Trust, leading the Trust’s work on sustainable behaviour change and engagement project delivery as well as working strategically with city partners to develop a sustainable city plan. As part of her work on sustainable cities, Huxley established and led the Sustainable Cities Network, an informal network of leading UK cities to enable sharing of best practice and challenges. Huxley has a PhD from the University of Leeds on the processes and practices of sustainable transition and decision making in cities.

Isabel Sitcov, MA

Isabel Sitcov is the Managing Editor of the C40 Centre for Urban Climate Policy and Economy. Previously, Sitcov served as a Project Officer for the International Diplomacy and North America teams, supporting C40’s diplomatic portfolio and, in parallel, C40’s regional engagement in North America. Prior to this role, Sitcov worked in the C40 Business Planning & Reporting team and in the Climate Solutions and Networks team supporting the Food Systems Network. Prior to joining C40, Sitcov worked as a graduate consultant with the DC Sustainable Energy Utility where she helped develop a localized energy efficiency model in Medellin, Colombia. She also worked as an Economic Analyst at the US Embassy in Mexico City where she conducted research on issues related to energy policy, trade and anti-corruption.

Isabel Sitcov has a Master’s in International Affairs and Economics with a focus in Energy, Resources and Environment from the Johns Hopkins School of Advanced International Studies (SAIS) and a Bachelor’s in Political Science and Anthropology from the University of Washington.
